Make sure you don't click the categories on the left. Don't click those because people RARELY categorize them so ones on the second page are actually slightly old. Make sure you start from the home page, so just click the big Harry Potter Forum logo. 3 pages from the home page are posts made around 12 hours ago, loll, stuff goes fast here :p

People usually do not post in really old threads because most of them are about things that have been discussed already and some new threads with new things end up going to the second page. Although, feel free to comment in threads that are about a general discussion or if you have anything interesting to add. I don't mind people bumping old threads. The forum has been kinda slow lately, so I don't see any problem. But I understand why some people don't like it. So, just post in old threads if you have something really relevant to add or if it is a general discussion. And yes, you can comment anywhere you want! Welcome again to the forum bud.
